The necessity of retaining the south wing of the Victoria Technical Institute building on its evacuation by the College of Science in 1929 for the use of the department in particular the College and the Entomological Section both of which are now cramed should be kept in mind. [...] The work standard of most of the College classes with the exception of the second year degree class was on the *hole up to the average. [...] The fault appears to lie in the character of the demonstration work and the method of handling the subject matter not so much with actual direct practical work perhaps as with practical lessons which are intended as trainings in observation and deduction and in which the value to the student is more dependent on the ability of the demonstrator to encourage these than on his flow of verbiage. [...] I attribute this to the uncanalized condition of the nullah at the back of the hostel for which necessary funds have not been forthcoming and to the condition created by the uncontrolled flow of washings from the hospital and the three hostels into the nullah on the way to Sitabuldi which provides an intensive mosquito-breeding area at a place which some five or six years ago was dry at the clos [...] The only item left out were the theatricals as in view of the indications of wholesale waste of time in the earlier part of the year further calls on the time of students in rehearsing for this could not be permitted.
