(b) the safeguarding of the financial stability and credit of the Federal Government ; (c) the saieguarding of the legitimate interests of minorities ; (d) the securing to and to the dependants of persons who.are or have been members of the public services of any rights provided or preserved for them by or under this Act and the safeguarding of their legitimate interests ; (e) the securing in t [...] (3) While the office of President is vacant the duties of the office shall be performed by the Deputy-President or if the office of Deputy-President is also vacant by such member of the Council as the Governor-General may in his discretion appoint for the purpose and during any absence of the President from any sitting of the Council the Deputy-President or if he is also absent such person [...] (3) If the Chambers differ with respect to any demand the Governor General shall summon the two Chambers to meet in a joint sitting for the purpose of deliberating and voting on the demand as to which they disagree and the decision of the majority of the members of both Chamers present and voting shall be deemed to he the decision of the two Chambers.
