Since the end of the year financial conditions have made it imperative to effect economy in the working of the department and therefore our efforts in future will be confined mainly to the reorganization and consolidation of work in progress rather than the initiation of new schemes. [...] The most important feature of the year was the fall in the priee of agricultural produce generally and especially in the case of jute rice and tea.
