The connexion of the Government of India with such works is confined to the enforcement of the rules and tests prescribed by itself or the Secretary of State and to the provision of the funds required from the Imperial Treasury under the head tf. [...] The prospects of the revenues which it is proposed to divide between the Central and Local Governments as well as of those which will be exclusively prvincial are good and the details of the administration will be so completely in the hands of the Local Governments that they will be able effectually to promote economy as well as to develop the revenues. [...] The only function which the municipalities discharge in regard to police is the provision of funds for the purpose of meeting the whole or a portion of the cost of the Municipal Police Force. [...] In conclusion I am to add that the Government of India is confident that his Excellency the Governor of Madras fully appreciates the importance of the extension of local self-government ; that the proposals now put forward will receive the most careful consideration from the Government of Madras and that no efforts will be spared to ensure the success of a scheme which will relieve the provincia [...] In a general way the question has not been overlooked in the regulations of the Civil Code; but it appears to me that in a ease of mixed service the Local Body might by increasing the pay of the officer without the concurrence of the Government impose on the public revenues a greater charge for furlough allowance or pension than was contemplated by the Government when lending his services to
