8. Annual Conference of the Officers of the Industrial Relations Machinery.— Annual Conference of the Officers of the Machinery wsts held in Bombay on the 6th and the 7th December 1945. [...] Hours of Employment Regulations.—Chapter VI-A of the Indian Railways Act 1890 and the Rules made by the Governor-General-in-Council in pursuance of the powers conferred on him by Section 71-E of that Act together with the Subsidiary Instructions issued by the Railway Board in exercise of their executive authority costitute the Hours of Employment Regulations. [...] On the matter being referred to the Railway Board by the North Western Railway Administration the former had advised the Administration to make a slight change in the designations in question to bring them within the general categories detailed in the approved list of the 'Supervisory staff 7 (e) During the year under report the General Manager North Western Railway made a further reference to [...] A study of the above statement will reveal that the percentage of 'continuous' workers has shown a good deal of improvement in respect of 5 out of the 9 Railways and that the percentage of Essentially Intermittent' workers has appreciably decreased in respect of 8 of the Railways. [...] For more satisfactory working of th.;se Regulations it is worth while considering the desirability of imparting training to the staff concerned in the working of these Regulations including those who deal with the reports of the Inspectors in the officers of the General Managers and Deputy Traffic Superintendents.
