Under sub-section (1) of section 14 an Inspector of Factories appointed under the Factories Act 1934 has been declared to be an Inspector for the purposes of the Payment of Wages Act in respect of factories within the local limits assigned to him The provincial Inspectors of Factories have the powers of Inspectors under the Payment of Wages Act in so far as railway factories are concerned. [...] Irregularities relating to the maintenance of Registers of Wages Deductions for Damage or Loss and Fines fall in the latter category while those relating to delay in the payment of wages the recovery of fines after 60 days from the date of the Act or omision resulting in fine and non-display of the various notices required to be exhibited by the Act or the Rules are reported direct to the [...] They are not however responsible on all railways for the Inaintenance of the Rgister of Wages (paid vouchers) which is generally kept at the office of the Chief Auditor or the Chief Accounts Officer of the Railway at the headquarters of the AdMinistration except on those railways on which the Divisional system of accounts obtains. [...] It is not open to an employer to recover the fine by instalments or after the expiry of sixty days from the day on which it was imposed ; the day of the act or the omission to which it relates being regarded as the date of the imposition of the fine.5 15. [...] Some confusion was found to exist as to the exact import of susection (7) of section In certain cases the period of sixty days within which fines are to be recovered was counted from the date of order imposing fines with the result that the recovery of the fine was effected long after the limit of sixty days from the date of act or omission to which it related.
