of these representations the claim of the small tools-industry (including twist drills) for protection or assistance was iefeircd to the Tariff Board for investigation and report by the late Department of Commerce of the Government of India in their Resolution No. [...] in making its recommendations the Board has to give due weight 'to the interests of the 'consumer in the light of the prevailing conditions and also consider how the recommendations affect industries using the articles in respect of which protection is to be granted. Sundaram Cost Accounts Officer of the Board visited the factory of the Indian Tools) on the 4th and 31st March 1949 and again on the 10th April 1949 and examined the cost data in respect of the tools manufactured by this firm. [...] (c) As a result of the steps that will be taken by Tatas to implement the recommendations of the Board in its Report on the continuance of protection to the Alloy Tool and Special Steels industry which have been accepted by Government is expected that there will he a substantial increase in the production of these types of steels. [...] (g) In connection with the use of high speed steel for the manfacture of small tools it may be mentioned that whereas the Indian Tools make the shanks of both drills and reamers of carbon steel the Praga Tools make their reamers entirely out of high speed steel.
