The necessity for the initial inspection is obvious; the importance of the inspection of leaving chidren is almost equally great as it gives an index of the results of the practice or neglect of hygiene during school life and also brings medical inspection into direct relation with questions of subsequent employment and with the after-career of the child. [...] Newman believes that it is almost an essential requirement that there should be attached to each school a few men and women their number depending upon the size of the school and the social status of the children attending who will undertake to follow closely the work of medical inspection and be prepared upvn the report of the School Medical Officer the school nurse the teacher or the School [...] In the ancient world the needs of the state were the paramount concern ; in Greece the state undertook the duties of education and tranferred to itself the duats of the father and mother—the state was the family. [...] In Rome the mother brought up her sons to be worthy of the state; in any case the needs of the state absorbed the energies of the citizen and there was little scope for the progress of the individual along the lines of his own freedom. [...] The education of the young has come to be the most delicate and difficult of human undertakings; the ideal teacher has been defined for us as the high priest of the aspiring heart the physician of the soul into whose hands the golden key of evolution is entrusted.
