They suggest that the increase of grants for the maintenance of secondary and technical schools should be accompanied by a condition requiring the local authorties and the Governing Bodies of such schools to contribute towards the superannuation of the teachers employed in them and stipulating that these contributions should be in proportion to the teachers' salaries.
