The means of creating wealth the mechanism of manufacture of commerce and of exchange must be placed in the hands of the State. [...] It disposed the working men of Germany to look to the State as the employer of the future to the State as the custodian of national wealth to the State as master of the destinies of all its citizens. [...] Without entering into any discussion as to the methods of the University and the Government the latter so fas as this presidency is concerned succeeded in bringing into existence the new scheme with the avowed objects of reckoning the results of daily work and behaviour and of avoiing the domination of merely written examinations for a few days at the end of the course. [...] In the Madras Presidency the interests of both Service and culture are combined in the School Final Public Examination which is the gateway for either the one or the other at the choice of a candidate. [...] The second function of the diagram might be more accurately described as a function of the drawing of the diagram by the student.
