The abolition of the bayonet in the army ; the abolition of vaccination—laymen would not sit down to discuss these things witout any reference to the opinion of soldiers or doctors ; we will not.say these cases are quite analogous to that of the abolition of English instruction but the illustration is not altogether unfair. [...] We shall graft on to our English system of education much that has proved effective in the German—clearer planning of courses of study more liberal aid from the State attention to the duty of national defence the development of technical education the encouragement of research the better professional training of teachers. [...] Cowan's "enjoyable walk for for an hour or so in the morning sunshine." The third thing to be done is to point out to the mother the possible pains of parturition and the difficulties of pregnancy to impress her with the sacredness and sanctity of the child-bearing function to point out to her the existence of this function throughout nature and encourage her to discharge her duty with a resolu [...] Thus if the new lesson relates to a treaty the recapitulation should include the objects of the war and at least a passing reference to the principal battles fought and their importance as these things will have to be taken into account in judging of the worth of the final treaty. [...] One was that it issued a mandate to the Provincial Governments without consulting them or local opinion and secondly it recommended the adoption of the vernaculars as the media of instruction in secondary schools without reference to the capabilities of the province and various stages of the development of the vernaculars.
