[...] This is the hope of democracy the elimination of the submerged classes the dispersal of the shadow that looms grimly in the bacground of everyday life hopelessly sad and terribly significant. [...] A tax is levied upon all such sales and in the event of any increase of price owing to superior natural advantages and not to the efforts of the proprietor the unearned increment is to go to the Scate4 The crier is responsible for the collection and payment of the tax on the sale.§ Any fraudulent announcement of sale of prperty of which the seller is not the propritor is punishable with a f [...] If owing to the default of the selling agents to sell at the proper place and at the proper time there be a fall in the prices the agents shall pay the value and profit at the rate which obtained when they received the merchadise. [...] Besides the Kayasthas or Vaidyas they constitute the Ks mar and the Kumar the Teli and the Timuli the Kinsäri and the Sinkhliri the Tinti the Näpit the Sadgop the Moyri and the Gandhabanik.
