1 NOTES The Viceroy on Federation The speech of His Excellency the Viceroy at the opening of the annual meeting of the Associated Chambers of Commerce in Calcutta last month was devoted mainly to the subject of federktion. [...] As in the Federal Legislature the Hindus have been reduced to the position of a minority :toil eonsequently the Congress party also will most likely be in a minority the postion of the Hindus and of the Congress party in it will he like the position of the Hindus and of the Congress party in Bengal. [...] it is our duty to draw the attention of the Governments to the effect of the continuous spread of anti-capitalist propganda not only upon the productive power of the Indus.
