They have been elected to the Parliament of Poland by electors of their own community through the principle of proportional representation for the specific purpose of safeguarding the rights of their comunity. [...] In the provinces of the Union of South Africa the Executive Committees or Cabinets are elected by proportional representtion from among the members of the Legislature.
