" I congratulate you on undertaking the publication of so important a work. my studies in other Oriental languages enable me to appreciate the scheme of your dictionary. such a publication should remove most of the thorns from the path of the student."--From a Colonel and a distinguished Scholar."2 Speaking generally however I may say that the scope of the work and the manner in which [...] A district transmitter will cost about L2 000 it can be kept in order by an operator of very moderate attainments the programme can be delivered in the local dialect of the district and the educational matter will be related to the circumstances of the district. [...] In small ditricts the operator of the transmitting station may himself be able to pay these visits during the daytime returning to headquarters by the evening when alone the rural service (at least in the earlier years) will function; in large districts with many receivers a touing electrician must be added to the staff and the larger number of subscriptions and licences will meet the cost [...] In any case the real answer to the question as to the willingness of the villager to pay is to stage an experiment and give him the opportunity of doing so and the great advantage of the system of small transmitting stations is that this can be done without ruinous expense. [...] I would suggest in the first instance that whilst Government should undoubtedly take the initiative in the matter they must secure the co-operation of the district local boards in the aministration of the new project.
