But the progressively diminishing returns from the farms the sand storms of unprecedented intensity which began to sweep over the land the inability of the silt-obstructed streams to carry off storm water before it had devastated large agricultural areas by flood and the spectacular gullying of the bare slopes of undulating land at last awakened the Americans to the magnitude and importance of [...] Even the valley below and the river bed itself may require treatment so as to accelerate or retard as the case may be the eventual discharge into the sea.2 The necessary co-operation can be secured only by the action of the State whether this action takes the form of the coscription and regimentation of the whole of the farming popultion for the purpose or the introduction of a system of [...] After the District Committee is organized the only function of the State Committee is to maintain the necessary liasion between the District Committee on the one side and the State and Federal Agencies on the other. [...] The construction of the Assuan Dam in 1902 across the Nile gave a great impetus to the development of the perennial system of irrigation. [...] The three parties to the agreement displayed a goodwill which contributed to the success of the enterprise and helped to successfully pass over the difficult years of the depression when the low yield coincided with the lowest market prices.
