Furthermore the Japanese Government can be clearly accused of infringing Article XII (1) of the Covenant which enjoins upon the Members to submit the dispute either to arbitration or judicial settlement or to enquiry by the Council and not to resort to war until three months after the award by the arbitrators or the judicial decisions or the report of the Council. [...] When the Chinese delegate drew the attention of the League Council to the action of Japan under Article XI of the Covenant the entire British Press barring of course the Liberal and Labour papers strongly disapproved of the League's interference in the matter. [...] And of the rest about one-sevenths would approximately represent the estimated tax on the undistributed profits of companies and on the incomes of persons resident outside British India" and that should be distributed on the basis of population; the remaining six-sevenths on the basis of the estimated share of personal income-tax available to each Province. [...] Having recommended the distribution of the Federal receipts of income-tax to the Provinces the Committee are forced to seek some practicable means of filling the gap left consequently in the revenues of the Federal Government and they suggest a scheme which is on principle quite identical with the Meston Settlement of Provincial Constitutions. [...] The Morally unfit for each other are : the pleasure-loving and the pain-loving the light-hearted and the sombre-minded the worldly and the unworldly the faithful and the unfaithful etc.
