Having regard to the course of proceedings in the Committee the opposition of a large section of the Tory Party which has been organised and engineered by the enemies of Indian reform and the signs of a possible defection of this large section from their allegiance to the British Cabinet it was expected that the Joint Committee would go a long way to placate Tory opinion and allay the fears and [...] One may however be permitted to point out ghat the disproportipnate representation given to the States in the federal legislature is a heavy price for their accession and the effect of the whole scheme of distribution of seats is the imposition of a crushing brake on the progress of reforms and the attainment of responsible government. [...] While the White Paper scheme recommended a review of the question of the recruitment of the all-India services by the Secretary of State after the lapse of five years in the inauguration of reforms the Joint Committee decline to fix any period for the examination of this question and recommend the continuance of recruiment by the Secretary of State. [...] The fact that the members of the provincial legislature are elected on issues of an entirely different character from those which arise in the Federal Assembly and that under a system of indirect election.there will be no contact between the members of the Fqeral Assembly and the people who will thus be deprived of the opportunity of being educated in the largfr questions of policy that -affect I [...] Where are the traces of Assyria ?
