2. No loan should be advanced for an unproductive or wasteful object ; the scrutiny of the purpose of the loan is an important function of the Panchayat or the managing comittee; 3. The repaying capacity of the borrower should be taken Into account in determining the amount of the loan and in fixing the period and instalments of repayment thereof: fair latitude is allowed in fixing the individu [...] The purpose of the loan and the repaying capacity of the debtor are attended to but the human touch ivolved in the mutual watch of members over each other in the utilisation of the loan and in its prompt and punctual repayments are relaxed by the very exigencies of the nature of the farm mortgage credit transaction.
