Empire has its price the price has to be paid in the blood of the common people ; the common people of England; and to a less degree those of France are refusing to breed to supply that need as they did in the days before the war ; while the population of those Asiatic and African countries under the suzerainty of the King-Emperor as subject areas or mandated territories has increased since the [...] To judge the German conduct in precipitating the crisis it is necessary to understand the history of the question of the Rhineland since the end of the world-war. [...] Ultimately when the Treaty of Versailles was drawn up Clemenceau was able to make Wilson Lloyd George and other statesmen to agree to the occupation of a portion of the Rhineland the Saar basin for a period of fifteen years as a guarantee that Germany would agree to carry out the terms of the Peace Treaty and to the demilitarisation of the Rhineland. [...] The demilitarisation of the left bank of the Rhine and a 50 kilometre strip of the right bank was ordered by the 42 and 43 Articles of the Versailles Treaty. [...] The security of the Rhineland was our fundamental object in signing Locarno." Thus to the satisfaction of France and Belgium the demilitarisation of the Rhine was included in the Treaty of Locarno* to which Germany was a willing signatory.
