In England by the way there exist in each ministry Organisation and Methods Sections that have the task of advising on routine matters like the design and strength of organisational structure the procedures the various duties of the staff and the use and application of mechanical aids. [...] Such problems should include the requisite conditions of efficient working the organisational methods in theory and practice the efficiency and output of work the economy in time and work in adopting with efficiency the use of mechanical aids such as Hollerith machines and calculators the human aspect of adminitration the relation between the officer and his subordinates and their respect [...] The latter should include courses on the general social psychology the human aspect of adminitration the obligations of the administrators to the public the techniques of opinion testing and fact-finding crowd psychology and the like. [...] With regard to the condition of the number of institutions and the number and the quality -of the teachers the disparity is beyond discussion. [...] In India the only example for this universal selection of the teaching staff is to be found in Shantinketan which symbolises the ideal of Gurudev for the fusion of the East and the West.
