[...] The Genoese and the Ventians lost all power in the vicinity of the Ottoman Empire for the Turkish castles commanded the Helespont and the Bosporus. [...] The Government of Madras is the only Government that has deemed it to be its duty to invite the opinions of all Municipalities and District Boards in the Province and some of the district boards have in their turn invited the opinions of the Taluka Boards under them.
