The supreme lesson of the great War was however the old lesson that the power to win lies chiefly in the mind and spirit of the soldier : and one of the happy results of the war is to be found in the special importance now attached to education " in the army as distinguished from military training of the technical kind. [...] He is required to know the methods of Government in India from the village to the Central Government and to have a rough idea of the methods of Government in other parts of the Empire and the meaning o.t. [...] What else should one say who is not a revolutionary and whose earnest study should be to wind up the fulminations of a bygone past under cover of a rear guard action All that Cawnpore retains of the cult of the past five years is that entry into Councils and the running of the next general elections are subject to the proviso that the policy of non-acceptance of offices in the gift of the Governm [...] This was the strategy which the great Gokhale was following and here lies the failure of the Liberals of the present day and the ' New Moderates ' of the Congress. [...] Around the walls on the slopes in the valley and occasionally even lower down in the ravines stand the houses of the newer and lower part of the town.
