It is certainly a matter of happy augury that the South African Union Government vthich at one time was adamant has now seen its way to realise the force of the demand of the Government of India and the Indian people for the constitution of a Round Table Conference to discuss not only the present Bill but all outstanding questions concerning the status and rights of the Indians in South Africa. [...] But wherever the Conference be held we can only echo the wish that is uppermost in the minds of all that the two Governments should set about the task in the right spirit and the people of both the countries should in the interval before the Conference meets show mutual respect on either side " and a genuine spirit of compromise. [...] Its rules must contain provisions relating to the name of the union the whole of the objects for which the union is es'ablished the whole of the purposes for which its funds shall be applcable the maintenance of a list of members the conditions under which benefits to members will be granted the manner of appointing and remoing the executive the safe custody of funds and an annual audi [...] This limitation on the number of outsiders who could be in the executive of the Trade Unions serves the double purpose of enabling the woring classes to train themselves in the art of selgovernment and of checking the excessive influence of outsiders that at present hinders the progress of unionism on right lines. [...] fa) Considering the history of the past and the probabilities of the future I feel no confidence that the management of a gold exchange standard will always he in the hands of persons willing and able to make it a success.
