The impoverishment of Bengal was further accentuated by the privilege which the servants of the Company claimed of carrying on an inland trade duty free which to quote from a speech of Clive before the House of Commons was " ruinous to the natives and prejudicial to the revenues of the country." The Company's servants and their gumostas (agents) " thus began 40 carry all conceivable merchandise [...] After the grant of the Devvani to the Company in 1765 the first consideration of the English was the raising of as large sums from the country as could be collected. [...] The husbandman ground to powder between the usurer below and the oppressor above the whole crop of the country was forced at once to market ; and the market glutted overcharged and suffocated the price of grain fell to the fifth part of its usual value. [...] The Philosphy of Power which i s under the name of Fascism taking root again in Europe is the very negation of the will to peace and challenges from within the structure of the League. [...] But to take a commonsense view the terms and coditions of all Treaties and Sanads must be subject to the will of the people and to the spirit of the times.
