When the trading functitins of the East India Company ceased a sum of £ 8 122 530 was in terms of the new Charter of 1833 applied out of the commercial assets of the Company to the reduction of the Indian portion of the debt and a further sum of £ 1 788 525 arising from the same source was appropriated to the reduction of the 'home bond debt.' On the 1st April 1839 the total amount of debt [...] At the time of separation of the commercial from the territorial assets and liabilities of the Company in 1813 no decision was made as to the character of the ' home bond debt.' On the occasion of the renewal of the Charter in 1833 the Court of Directors urged that the whole of the home bond debt' should be regarded as political and this view was acceped by Parliament. [...] THE EXPLANATION OF THE DISCREPANCY Owing to the gravitational forces exerted by the sun and the moon upon the bulging portion of the earth near the equator the direction of the earth's axis and consequently that of the celestial equator is slowly changing year by year. [...] The former refers to the first 30 degrees of the Zodiac beginning with the position of the sun in the Zodiac on the day of the vernal equinox the latter refers to the group of stars having the shape of Aries or goat in outline. [...] The earlier of the two dates will then refer to the entry of the sun into the respective signs of the Zodiac and the later dates to the entry of the sun into the constellations of the Zodiac.
