The resolutions of the first Congress related to (1) The enquiry into the working of the Indian Administration by a Royal Commission (2) the abolition of the Council of the Secretary of State as at present constituted (3) the reform and expansion of the Imperial and Local Legislative Councils including the right of interpellation and submission of the Budgets so the Councils. [...] The following extracts will reveal the change in the outlook of one of the founders of the Congress and the president of its second session Jilst as the administration of the United Kingdom in all services departments and details is in the hands of the people themselves of that country so should we in India claim that the administration in all services. [...] As in the United Kingdom and the Colonies all taxation and legislation and the power of spending the taxes am in the hands of the representatives of the people of those countries so should also be the rights of the people of Indifi All financial relations between England and India must be just and on footing of equality i. e.. [...] The creed ran as follows The objects of the Indian National Congress are the attainment by the people of India of a system of government similar to that enjoyed by the self-governing members of the British Empire and a participation by them in the rights and120 THE NEW REVIEW responsibilities of the Empireon equal terms with those members. [...] With the sanction of the British Cabinet Edwin Montagu made the Declaration of August 1917 'that the policy of His Majesty's Government was the increasing association of Indians M every branch of the administration and the gradual development of self-governing institutions with a view to the progressive realisation of responsible government in India as an integral part of the British Empire.'
