[...] Augustine insists on the twfold object of this mystery the expiation of sin and the rehabilitation of humility by the unfathomable self-abasement of the Word of God made man.' That humility is a necessary condition for knowing the truth is the col-ninon teaching of theologians. [...] In Sections 5 and 6 of the Government of India Act of 1935 it is provided that the King may by Proclamation constitute the Federation of the British Indian Provinces and the Indian States first if the rulers who represent at least half the population of the Indian States and who are entitied—ea—e4loose not less than 52 seats in the Council of State' show their willingness to join the Federatio [...] Thus the accession of a State to the Federation can take place only by the voluntary act of its ruler while the Provinces will automatically form part of the Federtion ; and there is no equality between the powers which the States and the Provinces will retain in the federal scheme. [...] The privileges and immunities mentioned in Section 147 are the levying of sea customs the producing and selling of untaxed salt the use of free service stamps the importing of goods free of customs duties the issuing of currency notes or the receiving of sums as a compensation for the surrender of the right of levying internal customs duties &c.
