One may take it as a rule that expert information on the essentials of the war are not available to the public ; in any given country only a few know the actual strength of the land sea and air forces the real losses in battle the rate of production the rate of wear and replacement the relative efficiency of the many types of weapons in different circumstances and so on and so forth. [...] It is in the matter of such pooling and synchronization that danger lies in the methods of a democratic war ; in the prosecution of a war even more than in the executive administration of a country the fewer the heads the better ; for pulling cart out of a rut any one way is better than many ways. [...] the power giving the interest of novelty by the modifying powers of the imagination.'
