The exact military efficacy of this weapon of course is still the secret of the British and German general staffs but the moral effect of the boom and roar of countless anti-aircraft batteries was to give the London citizen the comforting feeling that he no longer was just on the receiving end of the nightly struggle. [...] In the dark days of the surrender of the Belgian Army and the overrunning of France by the enemy the suddenness of the disaster and the death of trusworthy reports produced not only in England but for a time in Belgium too a confusion which cloaked the true state of things and caused mistaken ideas to become current in both countries. [...] But the fundamental principle of the system is that the government of the country shall be carried on by or under the control or as it is frequently put on the advice of ministers who are members of the Legislature and who have the confidence of the Lower or more popular House of the Legislature. [...] The consequences of this false theory of equality are the despotism of numbers the domination of Inferiority over Superiority that is in the words of Guizot a tyranny of all others the most violent and the most unjust and as latter day democratic experience ending in Totalitarian Dictatorship which reared itself on the shoulders of the Sovereignty of the people has proved beyond all possibil [...] The theory of the Sovereignty of the people has served the cause of Revolution in breaking up the Inequality and the Despotism of centuries.
