The ruling group of the American Communist party the members of the National Committee direct and control the activities of the party in several broad spheres of action : general prpaganda infiltration of the labour movement infiltration of government departments infiltration of the armed forces. [...] The following quotations from the Constitution of the Communist Party of the United States adopted July 28 1945 show the party structure : `The highest authority of the Party is the National Convention. [...] The National Committee is the highest authority of the Party between coventions and is responsible for the eforcement of the Constitution and the execution of the general policies adpted by the National Convention. [...] From the provision in the Charter for calling a Constituent Assembly in the future there comes the hope that in time the defects may be eliminated and we may have a sound institutional organization of the international community which will develop not through mere voluntary concessions of the nations but from the recognition of the rights and duties of international society. [...] THE HISTORICAL PERSPECTIVE If the Southern legislators in Congress really want to know what the Negroes of America are thinking they should read the work of Negro poets as well as Negro newspapers and the publications of the National Assciation for the Advancement of the Colored People.
