The need for it was realised by the Government and the people soon after the introduction of the MontaguChelmsford Reforms in 1920-21 and the consequent.extention of the franchise which enabled them to visualise the dangers of an ignorant electorate. [...] N3W fortunately January is the coldest month almost in the whole of the northern hemisphere of the world ; but July is not necessarily the hottest month in the whole of the northern hemisphere of the world (refer to Brooke's Climate page 61). [...] In the same way the average of the absolute minimum of the hottest month and the average of the absolute maximum and minimum of the coldest month will be very near the actual facts. [...] Even our first suggestion to follow the average maximum and minimum of the hottest and coldest months is not so near the reality as the average of the absolute maximum and minimum of the coldest and hottest months.
