Nor do the classes who receive the benefits of the present system of English education desire a change in the medium of instruction as it enables them to enter into intelligent contact with the social life and the intellectual aspirations of an imperial race which is the very incarnate spirit of progress and which is the most vigorous and inspiring of all that have swayed the destinies of men. [...] We have seen that the framers of the Despatch as well as Lord Macaulay rightly conceived that the cultivation and improvement of the vernacular languages is the essential preliminary to the intellectual and industrial ameliration of the masses of the people.
