The introduction of compulsory primary education the diffusion of knowledge by means of Central District and Local libraries the building up of a network of schools and educational institutions in the State the organsation of the Archaeological Department and the excavation at Patan the acient capital of Gujarat the establishment of an Oriental Institute and the publication of the Gaekw [...] I have got another pleasant duty to perform towards the Vice-Chancellor Chairman of the Library Committee and the authorities of the University of Bombay for the ready and graceful manner in which they have given to the Gujarat Research Society a place for the keeping' of the statue of the greatest research scholar that Gujarat has produced and to use this Hall for this funtion. [...] At the preliminary meeting of the Board it was decided that Divisional Committees should be formed under the chairmanship of the Commissioners concerned and the committees were entrusted with the task of classifying the roads as trunk and feeder roads of collecting traffic statistics for the purpose and of drawing up specifications for requirements of various classes of roads. [...] Committee to investigate cheap and durable roads They also appointed in March 1938 a Committee to investigate into and report on the question of the construction of cheap and durable roads and the different types of construction of roads having regard to the needs of the locality and the materials available in the vicinity and to recommend the most suitable and economical types of construction a [...] An immense task is thus awaiting to be undertaken in the postwar period if the progress of the area is to be accelerated unemployment after the war is to be prevented the road making machinery that will be set-free after the war is to be fully made use of and the last but not the least the standard of living of the people is to be raised.
