Having looked at the issue from the point of view of the evacuees' usefulness in the villages either to serve and improve vilage life or to be able to protect themselves against loot and dacoity we are of opinion that such a step will not be advantageous either from the point of view of the betterment of the village population or in the interest of the evacuees themselves. [...] To those familiar with actual conditions in villages and the working of the Panchayats and similar other activities the remark as we find in one of the reports recently received The Working of the Panchayats has been very satisfactory during the period of the report" appears on the very face of it wanting in reality. [...] What items of programme were taken in hand during the year; how far the results were achieved and in what respects the results fell short of standards set up and why ?; what were the mistakes made by the workers or the natural and other factors that prevented the progress of the work to come up to the standard; whether the return of work has been quite in proportion to the money spent over and e [...] It asks that the scholars should carry through the whole process of working the land sowing seed tending the young plants observing and studying the growth of the plants keeping records of their obsevations harvesting the crops and calculating the turnover and preparing the soil for the next year. [...] If the items of the constructive programme have been intelligently understood it will have been realised that the truest service of the Kisans consists in carrying out the items in letter and in spirit.' So the temptation of giving a short summary of both the pamphlets for the benefit of the workers engaged in the Rural Reconstruction Movment cannot and should not however be resisted.
