I find that not only all States are represented in this gatheing but officers of the Government of India who are engaged in important research and developmental work on agriculture and representatives of the cooperative movement nominees of the Inter-University Board and the Board of Irrigation and other non-officials have also joined the delibertions. [...] In the improvement of their standard of living and conditions of work lies the secret of the prosperity of the nation. [...] In spite of the improvements which have been effected in a number of directions as a result of the work of the State Agriculture Departments and the initiative of the Indian Council of Agricultural Research the average farmer in this country is probably where he was twenty years ago. [...] The first three bodies consist of scientists administrtors and representatives of trade while the fourth consists of Ministers in charge of Agriculture from the States and representtives of the Parliament and commerce interests. [...] The recurring grants received by the Council in its early years were not fixed and were subject to the vicissitudes of the revenues and financial position of the Government of India.
