The object of the Council therefore should be to help achieve the fulfilment of the Intensive Production Programme under which the land water and livestock resources of the country will be co-ordnated on a scientific basis and developed in order to support the vast and growing population of the country. [...] Are we capable of providing the necessary drive and enthusiasm among the scientific talent of the country ? The machinery of the Council therefore rquires to be reorganised in the interests of speedy work of satisfactory research and effective co-ordination. [...] The amount of efforts put in and the capital expended by the agricultural population of a place or tregion in favourably combining all the positive physical forces and the effective control the negative forces of nature detemine the efficiency and standard of devlopment of agricultural production of the locality. [...] The man behind the plough The man behind the plough is the most important factor in the production of wealth and whatever improves the phsique intellect and character of the people also adds to their economic strength and efficiency. [...] The study of periodical employment of agricultural Workers in the village referred to above brings out that the period of about four months from the middle of July to the middle of November offers practically full eployment to all the village people with somewhat over-employment during the first half of the period when extra labour may also be absorbed.
