The difficulties in the path of planning for the whole country lie in the huge area of the country the federal character of the State the ununiform development of -the units of federation the strong provincial jealousies and the enormity of the problems to be tackl ed. [...] But the acute food problem of the country and the low yield of Indian agriculture the backwardness of industries and the depedence of India on foreign countries even in matters of key industries the poverty ill-health and illiteracy of the millions compel every right thinking man in the country to realise that nothing short of a campaign with government initiative support and guidance in ea [...] Prohibition of the strike during the proceedings of the authority constituted for the settlement of dispute and commencement of the strike only two months after the completion of such proceedings is enjoined.upon the workers. [...] The soarce of conflict between the two elements into the modern productive organisation is either the inadequacy of the insttution itself-or the inadequacy of acceptance of the main tenets of the intitution. [...] In the following paragraphs it is attempted to show in the background of the worsening living condition of the workers and common people and the deepening of the conflict between the employees and the employers the limited scope and the ultimate futility of the traditional machinery for solving industrial disputes particularly since the end of the last war.
