The movement is described as "the revolt of the healthy young men and women of Germany against the decadence and materialism of the modern world;' altd though for a while it went to the "extreme and eery dangerous lengths in casting off the restraints and discipline of the home and the school " it has regained its balance now as a result of the bitter experiences of defeat. [...] The excuse of this refusal is that the cotton trade is passing through a period of loss ; and as the bonus depended on the "profits and good-will" of the mill-owners the absence of profits justified the refusal of the bonus. [...] Did the mill-owners show any better consideration under the impulse of 'goowill' the second factor in the grant of the bonus ? The recital of how the profits wad utilised shows the amount. [...] The vital question is overlooked whether the history of the last few generations should lead us to expect Swaraj with the help of and as a gift from the British Government or induce us to decide on attaining it irrespectively of the wishes and it may be in the teeth of the opposition of that Government.
