An amendment of Section 17(2) of the Reserve Bank Act so as to liberalise the rediscounting facilities in accordance with the modern trends of central baning poicy and to correct the anomaly which so conspcuously came to the fore from a narrow interpretation of the section during the banking crisis of 1938 is also necessary to mitigate the rigour of the provision rgarding the maintenance [...] But the worst difficulties have arisen out of a shortage of labour supply and instead of taking steps to rmove the causes responsible for labour's repulsion to work in the coal-fields the Government contented iself with the retrogade step of legalising women miers' entry into the mines and with 'half-measures like the lifting of the military and the P.W. [...] The basic principle of the Convention is the recognition of the right of the country of sites (location) of prperty to tax the property and prevent double taxation by providing that the tax imposed in the country of sites shall be allowed as credit against the tax iposed on the entire estate where the deceased was. [...] PRESIDENT ROOSEVELT'S annual message to ji Congress on the state of the nation dealt with the paramountfy urgent necessity of greater mobilization of the civilian economy during what he called " the most critical phase of the war." He gave equal time to statements on the command and strategy of the war and on the foreign policy but seen through the American eye the main part of his message was t [...] But it is our hope not only in the interest of our own prosperity but also in the interest of the prosperity of the world that trade and commerce and access to materials and markets may be freer in the post-war than ever before in the history of the world."
