In fact the budget for the y ear 1945-46 the total of public expenditure icluding in it the Central Government expenditure Provincial Government expenditure and the recoveabic expenditure on behalf o: the Allied G:vernments was schedu'ed to r. n at the rate of nearly Rs. [...] And the attempt is made to illustrate the ipcint by citing the case of the U. K. where the concensus of opinion is reported to be in favour of the retention of controls during the periods of transition and reconstruction. [...] Thus an important resolution pased at the last annual meeting of the Federation of Indian Chambers of Commerce and Industry held in March 1945 stated The Federation is gravely cocerned at the working of the numerous controls iposed by the Central and Provincial Governments uder the Defence of India Act and Ordinances from time to time relating to import and export of comodit [...] at the Registered Office of the Company at Kamla Tower Cawnpore to transact the following business:— (1)1 To receive and adopt the Directors' Report and the audited Accounts of the Company for the year ended 30th June 1945. [...] Nevertheless the danger is that the proposed shipping pool may in the name of control and regulation freeze the status quo—whether Tod or ante-bellum or some compromise of the two--fin relation to the respective position of the various countries in the shipping world.
