It is the function of statesmanship to promote the good check the bad and afford incentives to such action as would be consistent with and increase the welfare of the masses of the population. [...] While a province like Bengal had suffered heavily owing to the circustances of the war and the a Itermath of the famine of 1943 surplus provinces like the Sind and the Pujab have profited correspondingly. [...] During the next year or two of course the elasticity in the Central Government's revenues would continue and so far at least as the requirements of post-war economic reconstruction and maintaining the stablity of the economy daring the transition period are concerned the problem has been temporarily and tentatively tackled by the Government's recent decsion to make grants-inaid up to 25 p [...] The coming budget is likely to throw some light on how the Central Government proposes to tackle the problem of putting the provincial finances on an even keel in the context of both the coming food crsis and also the requirements of economic reconstrution. [...] The aseneration that we strongly endorse the statement made in the course of the recent debate by the Hon'ble the Finance Member that India is not bound in any way by the terms of the Anglo-American Loan Agreement of December 1945" is too naive for words because everything depend upon which "India' is meant in that statement.
