The provision of the alternative schedule comes therefore to the help of the old companies who can take advantage of keeping the expenses at the higher level of 85 per cent of first year premium and 14per cent of the renewal premiums for the first three years etc. [...] O. In the Central Legislative Assembly the Hon'ble Dewan Bahadur Sir A. Ramaswami Mudaliar the Leder of the House announced the decision of the Goernment of India to take the South African issue before the U.N. [...] In view of the special circumstances of this case and taking cognizance Of the very widespread feeing in the country that some indication of the Goverment's attitude should be given as early as possible I wish to state that the Government of India has come to the conclusion that in the event of the bill being passed into law it will take steps to bring this issue before the United Nations [...] Where however the basis of the union is a just balance between powers' of the Centre and' powers of the component units a careful examnation of the requirements of the component units and of their capacity to finance their own political systems is essential. [...] It should at the same time 'be borne in mind that the grants arising out of recommendations by the Grants Commission constitute only a small proportion of the total finacial assistance provided by the Commonwealth to all States in any given year - The work of the Grants Commission may best be considered against the background from the dpression in the 1930's.
