Australia the provision calls for full information about unclaimed moneys every year and specifies the following conditions:— (1) the amount shall be paid by the bank to the Treasurer at the time of the delivery of the statement (2)credited by the Treasurer to the Trust Fund (3) available thereafter for six years to the Treasurer for payment to he rightful parties and (4) paid thereafter to the [...] The Committee was impressed by the assurance that the accuracy of the figures collected in the course of the compilation of a Census of Distribution was likely to have a direct influence on the steering of employment policy. [...] The revision of the Convention will involve as mentioned in the press-note; —(a) an estimate of railway Revenues and working expenses in the post-war years; (b) a re-examination of the annual contribution to the Depreciation Fund which in turn involves a comprehensive enquiry into the lives of assets including their obsolescence the effect ct of the level of prices on the Fund etc. [...] A review of the Financial Control machinery will involve (a) a rvision of the Demands for Grants of the Railway Budget as desired by the Public Accounts Committee; (b) an examination of the schedule of powers of Genral Managers and (c) a review of the machinery for financial scrutiny of and control over expenditure within the powers of General Managers of Railways. [...] The problem in fact is a big one and all the aspects of the development and expansion of railway service in the country will have to be considered in addition to the financial responsibilities of the provincial and cetral governments.
