Our greatest interest in the maintenance of the sterling area intact and in its growing strength—and consequently in the terms of the Anglo-American bilteral pact within which the sterling area will function for the next four years—arises however from the fact that either our withdrawal or the further contraction of this currency area as a result of American policy in Western Europe will ma [...] This right is merely the obverse of the fact that the State is the supreme instrument for adjusting differences so as to secure the greatest welfare of all.
