The organisation in the United Kingdom is responsible for the exchange of information and the study of problems in the Commonwealth. [...] We believe the fundamental weakness of the Sindri scheme has been the simple fact that we persist in administering a commercial undetaking where speed is of the essence of the matter with the same procedure adopted in a revenue office where speed is the one thing to be feared. [...] to be fixed in the light of prevailing circumstances in the last three years of the agreement period; and accoring to the terms of the agreement these new prices if fixed are to supersede completely the figures now acepted by the signatories. [...] In the context of a world shortage of dollars the rising trend in U. S. imports denotes an increase in the availability of U. S. dollars to the rest of the world through the ordinary channels of trade. [...] The increase in import trade of the U. S. is largely attributable to the rising trends of production in the raw material centres of the world.
