A proposal for profit-sharing added to the Industrial Truce and the Industrial Policy statements has seriously aggravated the situation and the absence of any firm grip on economic affairs in any branch of the administration is beginning seriously to tell on the country's life. [...] THE EASTERN ECONOMIST 255 Kashmir and Hyderabad IT may appear to many that the problems of Kashmir and Hyderabad of which the Press in India and elseWhere has made such dramatic use in the course of the year which has now expired are more important than the economic issues and the framing of our foreign policy to which in this assessment of the year's work we have given precedence. [...] Reduced to their simplest terms the problems of Hyderabad and Kashmir arise from a single source —in the era of partition with the decline of dominant Muslim influence in the Indian Dominion there are two places in the Indian Dominion where certain Muslims with their backs to the wall have chosen in preference to surrender to fight. [...] If is far too easy for both politicians and the Press to say and do things which make matters worse and the handling of Indo-Pakistan relations has been one of the worst failures of fthe year ending now even with the suspension of the Inter-Dominion Conferences which were slowly but surely creating a bond of goodwill on the basis of common economic interest. [...] This was followed up by personal contact with the Officers of the different Ministries of the Goverment of India first by the Director in April and therafter in May and June by two members of the staff Messrs.
