The failure of our legislators further has not merely been due to the general lack of instructed opinion with-all-too-few exceptions; it has been not a little due to the fact that the Executive due largely perhaps to the immense prestige of the two leading personalities in the Cabinet is today the virtual law-maker. [...] Just as the questiohour can by intrepid interrogation become an effective method of control on the practical working of the excutive and the civil service instead of an occasion for the mere production of statistical statements (much of which should otherwise be available not only to the legislators but to the public) the time of Parliament has to be effectively utilised not in laying 'do [...] Having disposed of the main issue in these terms the judgment went on to antcipate the grant of such a certificate by the High Court and dealt with the merits of the case."890 THE EASTERN ECONOMIST December 9 1949.
