It is to that end that paragraph 3 of the Security Council's resolution calls upon all members to render assistance to the United Nations in the exection of the resolution and "to refrain from giving assisance to the North Korean authorities." The decision of the Government of India to respond to the call of the United Nations was the only one which could have taken on the issue; it is cer [...] That this institution should not be allowed to be superseded at the first flourish of the bludgeon is the significance of the wholeheartei reponse that the call of the Security Council to the mebers of the U. N. has received. [...] This aspect of the prblem is at least a century old and the most leading eposition of the rights of the press was made as early as 1852 when the editor of the London Times" in a classic reply to the Prime Minister tared Derby repudiated the right of statesmen to impose their own responsibility on the press and affirmed the right of the Press to "roam free at will over the toptopics which m [...] The multiplication of the means of communication of news which has resulted in the addition of the radio and the newsreel to printed papers and journals has placed curbs on the extent of state interference in the publication of information even in emergencies. [...] It is thus evident that the maintenance of the larger volume of exports in spite of the very high prices is an outstanding feature of the export trade in pepper by which the Government could well have benfited but for the hurried revision of the basis of valution for the levy of the export duty.
