The welcome turn of the tide in favour of the United Nations now in full possession of the initiative is not an unmixed blessing for it has raised in an acute form again the possibility of intevention by the U.S.S. [...] But on the other hand the complaint of corrution in the rank and file of the Congress due mainly to the temptations of power and office has been widely heard and there is no doubt that the transformation of the Congress from an organisation dedicating itself to.struggle and sacrifice into a transferee of sovereign power was responsible for the entry of opportunists who were hitherto in the [...] As it is the deline in the character of the rank and file and the aparent indifference of those at the top to this creeing paralysis has done considerable damage to Congress prestige on the eve of its appeal to the greatly enlarged electorate to which it succeeded in securing the fran-. [...] In the short run there is no magic that can relieve the discontent or convince the people of the emptiness of the alluring promises of various brands of social justice made by the extremist parties. [...] The scheduled tribes are allocated an overall percentage of 5 in both the types of recruiments whereas the representation of the Anglo-Indian community in the services under the railway posts and telegraphs and customs departments is maintained on a diminishing ratio to be eliminated at the end of the next ten years.
